Qatar is a peninsular nation in the Arabian Gulf, known for its arid desert landscape and long coastline of beaches and sand dunes. Its capital, Doha, is famed for futuristic skyscrapers and cutting-edge architecture inspired by traditional Islamic design—most notably the limestone-built Museum of Islamic Art, located along the scenic Corniche waterfront.

Qatar has a predominantly migrant workforce, with over 2 million foreign workers making up around 95% of its labor force. Approximately 1 million are employed in construction, and another 100,000 serve as domestic workers, many of whom are governed under the kafala (sponsorship) system. This system has historically granted employers extensive control over workers, including restrictions on job changes, movement, and in some cases, even the ability to leave the country.

In October 2017, Qatar committed to significant labor reforms in agreement with the International Labour Organization (ILO). These reforms aimed to improve worker rights by introducing a non-discriminatory minimum wage, enhancing wage protections, eliminating exit permit requirements for most workers, preventing forced labor, and strengthening occupational safety measures including heat mitigation protocols.
